Dr Jacqueline Baxter is Associate Professor/Senior Lecturer in Public Policy and Management at The Open University Business School, Chair on the MBA Programme and Co Editor in Chief of the Sage Publication Management in Education (https://uk.sagepub.com/en-gb/eur/journal/management-education). She is a Member of the Council of the British Education, Leadership Management and Administration Society, Non-Executive Director of The Fawcett Society and a Member of The British Academy of Management.

She Joined The Open University in 2005 as Education Development Officer, responsible for leading on educational development for the seven and a half thousand associate lecturers working at the OU. With a background in education and teacher training , she moved from there to as Research Fellow on the ESRC project Governing by Inspection, a bilateral project which examined how governments use inspection as a tool by which to govern education.

Her interests lie in the areas of public governance, leadership and accountablity, particularly in the realm of education. She has published articles in numerous journals, newspapers and until recently acted as public policy columnist on The Conversation, a role for which she was shortlisted for the award in outstanding online education commentary.

Her books include: School Governance: Policy, Politics and Practices and most recently: School Inspectors: Policy Implementers, Policy Shapers in National Policy Contexts: A book in which she examines the leadership and governance of education, offering insights into the politics of inspection policy implementation, and understanding of the ways in which school inspectorates not only influence the execution of inspection policy, but also help to shape it, playing a key role in the policy cycle. Within it she explores several accountability regimes throughout OECD member states and how these regimes play out operationally within different cultural and policy contexts.

Her current funded projects include: Understandings and formulation of democratic strategy in federated school structures (Leverhulme) and Accountability, capacity and trust to improve learning outcomes in South Africa; a systems approach to understand conditions and mechanisms of improvement of teaching and learning (DfID).

She has extensive experience within business and management roles and is a Member of The Institute of Leadership and Management. She has led and managed on numerous projects both within and outside of the university and acts as Adviser to a number of national and international organisations.

Research interests

My research interests lie in the area of public management and governance with a particular emphasis on the area of education. More specifically I am interested in the ways in which public policy is implemented and how this affects the identities and working practices of those involved in its implementation. I am currently working on two funded projects : As PI on the project Understandings and formulation of democratic strategy in federated school structures in England and Co I on the international DFiD funded project: Accountability, capacity and trust to improve Learning outcomes in South Africa: a systems approach to understand conditions and mechanisms of teaching and learning.
